Bihar Elections 2015 : Legacy of Caste Politics, Mandal Commission, JP Movement & A Tale of Two Ideology

Jay Prakash Narayan or JP is new face of new thought of Bihar after golden time of great empire, emperors, Ashok, Budhha, Chanakya, Valmiki, Bismillah, Mahaveer, Nalanda etc. Latest trends are Madhubani paintings, Mithila paintings, Silk of Bhagalpur, Bhojpuri Film Industries, folks singer, festivals etc.

                                                          After independence JP had returned in state politics after long time in 1960. He was very much annoyed with corruption and miss-governance of state and centre, 1974 was the year of high inflation, poverty, unemployment, lack of supplies and essential commodities. He was leading a silent procession in form of peaceful agitation, procession was lathi charged. He addressed a big crowd on 5th June 1974  in Ghandhi Maidan, Patna and said –

“This is a revolution friends ! We are not here merely to see the Vidhan Sabha dissolved. This is the only milestone of our journey. But we have a long way to go…. After 27 years f freedom, people of their country are wracked by hunger, rising prices, corruption……. Oppressed by every kind of the Justice…. It is a total revolution, we want, Nothing less !”

Lots of students from various parts of India, joined JP movement, also called “Bihar Movement”. JP asked for, “Total Revolution”.

JP attracted 1 Lakh crowd at Ramlila ground, Delhi and thrilled the place with a famous poem of national poet- Dinkar

“Singhasan Khali Karo Ke Janta Aati Hai”.

Crowd was full of energy and shattered the entire nation including Congress Govt, sitting in Centre, PM Indira Ghandhi ji. She understood that scene and later on Emergency in 1975 and so on……………….

 Bihar has lowest per capita income in India, $59.4 Billion GDP, 13th state in GDP; 22% - Agriculture, 5% - Industry and Services – 73%  contribute in economy, 63.8% Literacy, Male literacy- 77.7% and Female literacy – 55%, Urban Literacy – 71.9%, Rural Literacy- 43.9%, Sex Ratio – 921 F : 1000 M, 58% Population is under 25 years, total Population is around 8 Crores and 85% population stays in rural areas of Bihar.

If we refer development figures of Bihar, GDP grew @4.0% between FY 1990-2004 and @10.8%  between FY 2005-12 , 15.5%@ FY 2012-13 and later on slipped @8.82% FY 2013-14, @9.92% FY 2014-15.
                                                   

Mandal Commission was set up in 1978 by Morarji Desai Govt to identify the socially, economically and educationally backward classes on certain indicators and aim was to add them in mainstream of society by suitable reservations. It was chaired by B. P. Mandal. Commission reported his report in Dec 30, 1980 and recommended 27% reservation for OBC people. By this sum up of reservation, it was reaching to 49.5% as quota in Govt jobs and public universities. Meanwhile Janta Party Govt collapsed, Later on V. P. Singh Govt tried to implement those recommendations of Mandal commission in 1989 and faces heat of strong protests by students and others from every parts of India. Not only he failed to implement them but his Govt also collapsed with that. That was the beginning of Mandal Politics in India.                                                                                                                         Students came out through J P Movement, grasped Mandal Politics as a opportunity in Bihar and UP. Socialism added in that as Ghee in political eatery. Mulayam Singh Yadav took command in UP and Lalu Prasad in Bihar. With the blow of socialistic perceptive, very soon both yadav eastablished in their places. Lalu Yadav sworn as CM in Bihar, claiming himself leader of backwards with own 11.7% yadav Voters in 1990. Cngress was in opposition. Lalu Prasad again won in 1995, BJP came in opposition. Sushil Modi elected as leader of opposition. Later on Mr Yadav resigned, when CBI charge sheeted him in fodder scam on PIL of Mr Modi. His wife Rabri Devi continued as CM, re elected in 2000 with M-Y calculations, since Muslims are also owning 14% vote. Claiming to success of cast politics, Lalu Yadav said,

“Swarg nahin, lekin swar diya (I have given voice, if not heaven)”, referring to poor and backwards.

Looking to caste distribution in Bihar :

Forward  (Bhumihar- 6%, Brahmin- 5%, Rajputs- 3% and kayasth- 1%) 

OBC  or BC-I (Yadav- 14%, Kurmis- 4%, Koeris- 8%)

MBC/EBC or BC-II (Kushwaha- 4%, Teli- 3% etc)

Muslims- 16.5%

Dalits- 6% (Paswan/Dusadh- 4%)

Mahadalits- 10%

  Still 85% population still lives in rural areas, out of that only 57% male are educated, 29.6% female are educated.

In 2005 Bihar Assembly polls, assembly got hung and president rule imposed till Oct-2005. In fresh elections in Oct, people of Bihar ditched RJD Govt and gave clear mandate to JDU-BJP alliance, NDA won 143 seats out of 243 with 36% vote share. Mr Kumar reelected as CM of Bihar in Nov 2010 with a landslide victory, securing 206 seats out of 243.

Mr Kumar was appointed as Bihar CM in 2000 but resigned in lack of majority. Prior to CM post, Mr Kumar was working in NDA Cabinet as Rail Minister from 1998 to 99, later on rejoined cabinet from 2001 to 2004. The infamous burning of passengers by Muslim mob at Godhra railway station in Gujrat  and Godhra riots of 2002 happened happened during his tenure as railway minister.

Post Godhra, Mr Kumar enjoyed CM post in Bihar with BJP alliance but when Gujarat CM,  Narendra Modi upgraded as Chief Election Campaigner as BJP, he engaged in war of words to secure his secular credentials as Modi was represented as communal Hindu face and he was afraid to lose his Muslim votes,  resulted split of 17 years old coalition with BJP on 16th June 2013. He retained his Govt with support of Congress and others. It was guessed, Mr Kumar was wishing to represent himself as face of Minorities, other hands Congress was losing his face among voters, he thought, scattered votes of Congress and secular votes will add in his accounts.

BJP was smart enough to identify Mr Kumar successor as LJP. NaMo was represented as OBC face and model of development, resulted complete polarization of Swarn votes, strong backing of 16% non-Yadav OBCs and 22% most backward classes votes (EBC) plus LJP 5% paswan dalit votes created a new chemistry of 38.8% vote shares, never ever before succeed to secure 31 seats out of 40 in LS2014.

 In blow of NaMo Tsunami all swept, BJP returned back to power with massive victory and Mr Kumar shrinked at 2 seats of Lok Sabha from 20. It was a big embarrassment for Kumar and he resigned from his post and he played his 16% Mahadalit and Dalits card with sworning Jitan Ram Manjhi as a Bihar CM. Mr Manjhi denied to act like ROBOT and begun his own politics stunts with collecting some anti-Nitish JDU MLAs. Mr Kumar started luring in thirst of post and utilized all ways fingers to pull down Mr Manjhi. But since more than 10 MLAs shifted to Majhi camp, Mr Kumar reached on back foot and requested his traditional anti Mr Yadav to support on name of keeping communal forces out of power.

15th Bihar Assembly is about to end and fresh elections will take place within months. JP ex- students reached under one umbrella and birthed one new alliance Janta Party to secure all mandal votes and stop MODIfications of voters. Initial days JDU invested in damage controls with RJD, one time traditional rival and targeted as Jungle Raaj, Kushashan and blaw blaw…..

 10th May 2015,  Sarad Yadav says, “Nitish Kumar or I never said that there was Jungle Raaj (in Bihar during Lalu Prasad’s rule) ‘’.

June 8th 2015,  Lalu Prasad Yadav says, “Nitish Kumar My Chhota Bhai, was kidnapped by BJP’’.

24th June 2015, Nitish Kumar says, “Till I am there Jungle Raaj can never come. I had established rule of law and this will continue to prevail’’.

BJP is also making new strategy for Bihar Polls, keeping eyes on clear majority, believing on rebel of JDU and RJD both with open doors. Hijacking of Yadav votes, youths from all castes, securing OBC-MBC-Swarn votes are key majors of their steps. It is expected BJP will establish himself as Party for all, will try to shade his forward party image by giving more tickets to winning candidates from all sections. Modi magic, vision of powerful India and lots of new welfare programme, employment etc are few added advantage of BJP in which new voters- Youth may rely from all sections except minorities, this kind of strategy  also be added in campaigns of BJP & NDA to attract such.

14th April 2015, Amit Shah says, “ Zero plus zero is a zero’’  referring new alliance of JP students.

22nd June 2015, R V Paswan says “ NDA will win Bihar Polls with 2/3rd majority’’.


Like Ekta Kapoor Serial’s suspense, in Bihar Election, natural allies of 17 years (BJP-JDU) are hostile to each other. Both parties have got new partners (RJD & LJP), meanwhile partners have some rebellions, informers (Manjhi & Yadav) who is helping the new enemies (BJP and JDU) of politics. One traditional rival (RJD) is now working with JDU hiding his own political ambitions of senior posts.Big Boss, who enters in every serials in climax are Amit Shah and Mulam Singh Yadav, who are waiting for their right move and defeat each other. This time Bihar Polls may give a strong message to either side. Planned campaign and new time voters may contribute a leading role in Bihar. In assembly polls,  fragmented mandate used to come so far, voters rely on local participation of leaders, hence selection of candidate will also play a big role. Apart from this VOTE KATWA has also some role to play. As a voter point of view, Voters are also afraid by return of Jungle Raaj, recently Mr Kumar has tried to give some message by arrest of few BAHUBALI, but how much it will impact of Voters, time will say !!!!

The FIVE Musketeers of Narendra Modi Govt

This blog begins with a small story of Gujarat, when Congress was in power and Urban to Rural representation was lying with them. BJP was very much anxious for their performance but fail to achieve those days. Time changes, few people has implemented new kind of strategy and by lots of efforts BJP succeeded in their mission in 1995, Sh Keshubhai Patel has sworn as CM of Gujarat. But problem was as it is means influence of Congress in rural areas. 2 Musketeers of BJP, who met with each other in 1982 in Ahmedabad RSS cirlce, took the responsibility to crackdown the situation.  They visited village by village, where Congress were representing the Rural posts. They started collecting 2nd powerful man or influential village leaders of every village, who has recently lost their rural election or same , started adding into BJP. Finally they made a team of such 8000 volunteers and started the success story of BJP from that time. Congress had control over state’s powerful cooperatives and cash rich cricket association, Musketeers applied the same funda in that. Who were they ? You will get your answer himself.

Coming to this blog, recent Indian Government has received landslide victory in 2014 general election with absolute majority. Sh Narendra Modi had vast 15 years of experience as CM of Gujarat. Through the help of Social Media, he nicely explored his words, activities and vision for the society. People nicely accepted those things, youth got crazy over such type of technical mixing of campaigns. Lots of youths, me too, worked day-night and represented GUJARAT MODEL as a ideal model for India, also zero tolerance on terrorism to e-Governance, almost every thing opened from box and spread to every town and villages, became famous as – Abki Baar, Modi Sarkaar and Achhe Din Aane Wale H.

As on today, recent surgical operation in Myanmar and grand celebration of yoga on International Day of Yoga, accepted by UN with the efforts of our honorable PM, approved our efforts and selection in hunt of a Good Leader, Good PM and Good Administrator is absolutely right. All is well.

Performance of Modi Govt is reaching milestone every day, from economy (GDP- 7.5) to Forex and Inflation, everything on the right path. Along with that Jan-Dhan Yojana, Bima Yojana and Pension Plans are like Ghee in khichadi.
  
Arun Jaitley : The hunk of BJP, he is a good speaker, lawyer that was known to everyone but he is also a good economists, this is first experience. Coming to his education background, graduate in Commerce from Shri Ram College of Commerce, Delhi. I guess, his distinction is still active in these years. President of Student Union in 1974 then ABVP leader and much more.
As a strategic planner of BJP, cracked Gujarat – 2 times, 2002 & 2007, Modiji especially asked to depute him from HO. MP – 2003 with Uma Bharati, Karnataka – 2004 with Yedurappa, Bihar – 2007 with JDU, Punjab- 2007 with SAD, MCD- 2007 in which he make to win 184 wards out of 272.

From Bima Yojana to GST, FDI to Mudra Bank and many more. Apart from this he is managing many other Govt works, participating in every decision making and all total working as a PM of India. He is Mega mind of this Govt, no one can deny, one must accept these facts or soon will start believing. He is perfect coordination with Modiji from decades. In 2002 Arunji invested his entire potential to convert Gujarat into a victory. Till today it is continuing successfully. We remember the words before candidate selection of PM in BJP, he said – We are going to win, if we don’t get HIT WICKET. That day and today, things are moving and moving. Mega mind of Govt is nicely managing the Govt Business.

Ajit Kumar Doval : Modiji’s 007 Indian James Bond, born on 20th Jan 1945, a former Indian Intelligence and law enforcement officer, previously served as Director of IB, after spending many years as head of its operation wing. Ajit ji is a man of mission and his missions are quiet interesting, patriotic and full of thrills. Anti-insurgency operations in Mizoram, main negotiator in Kandhar plane hijack, negotiated more than 15 so far- almost all hijackings, Punjab- Operation Blue Star, 6 years as a High Command in Islamabad, and 7 years as a undercover spy in Pakistan.

Currently nicely negotiated in Tikrit, Iraq, release of 46 nurses from capture of Mosule of ISIS, recent surgical operation in Myanmar rocked the entire world. Pakistan said – We are not Myanmar.

Addressing one seminar, Ajit ji says – If you (Pakistan) can do a Mumbai,  you may lose Baluchistan, in reference of 2008 Mumbai Attacks.

Ajit Doval ji is the person, who is leading Indian from security point of view and acting like Hanumaan of Modiji. From China to Kashmir and from Balooch to Israel, every thing is on radar of him. His inputs are acting like prima-facia of every game plan, almost every decision-making over security is being marked by Doval ji, a key person of Modi Govt.

Rajnath Singh : Born on 10th July 1951, CM of UP in 2000, 2 times BJP President, started career as Physics Lecturer, joined RSS at age of 13, first time elected as MLA in 1977, Agriculture Minister in 2003, famous in UP as education minister- acted very tightly and passed anti-copying act, 1992 as a non-bail able offence.

His 2nd tenure as BJP President was in hurry beginning but later on, he managed as a nice coach. Nicely fielded Modiji as Chief Election Campaigner then PM Candidate managing lots of disturbances inside party.

At present, he is looking after country internal affairs, keen handling of conflicts, motivation and guidance to security forces and zero tolerance on terro activities, naxals and crime are best part of actions so far. From internal security point of view and as a role of administration, Rajnath ji efforts are playing a key role in makeover the image of Govt in our country and in entire world.

Amit Shah : Man of the Match winner of 2014 general elections, born on 22nd Oct 1964 in a business family. Graduated in Bio-Chemistry from Gujarat University, joined RSS in childhood, ABVP in 1983, BJP- 1986, BJYM- 1987. He carried all posts of BJYM starting from ward secretary to General Secretary in very short time period, nicely campaigned for L. K. Advani in 1991 in general elections.

He took charge of Ahmadabad District Cooperative Bank, when it was running  in loss of Rs 36 crore, shifted to Rs 27 crore profit in few years, recently Bank has earned profit of Rs 250 crores.

In 1995, When Keshubhai opposed the presence of Modiji in Gujarat, he shifted to Delhi, Amitji nicely managed his absence in Gujarat and acted as a good well wisher of him.

In 1997, Modiji lobbied to get Amitji a BJP ticket for Gujarat Legislative Assembly in by-election, Sarkhej and he won, again won in 1998, after 2002 he was the most powerful minister of state, was carrying 14 portfolio – Home to Border Security.

In 2010 related with Sohrabuddin encounter case, lots of experts claimed that now career of Amit Shah is over, many leaders distances himself from him, in a surprise manner, once he granted bail of 3 months, next day on non working day, Justice Aftab Alam took a petition at his residence and ordered exile from Gujarat, later on SC granted bail and allowed him to return Gujarat, where he again won Naranpura seat in 2012.

On 12th June 2013, he appointed as UP In-charge of General Elections, political analyst Sh Sekhar Gupta claimed it as blunder of BJP, later on Chankya of BJP and master strategists has proved his presence and mastery of politics by winning 73 seats out of 80 in UP.

After Govt formation he appointed as President of BJP and continued his Vijay Rath in Hariyana, Maharashtra, Jharakhand and J & K.  Nicely he formed Govt in all four states. Delhi election was a setback but many big analyst says – It’s a calculated loose. BJP and Amit ji was preparing to get a loose. One gulf news papers stated a headline – 1 month before Delhi Elections – Why BJP wants to loose this time. News was obviously surprising but later on we realized too this calculated plan.

Chankya  of BJP has launched a mega membership drive few month backs and collected 10 crore party members, right now master strategist is preparing for Bihar Elections in full fledge. He has an excellent quality to bind party workers, analyze ground realities and preparation of impact plans. Discipline and organized management is also one his best feature. Amit ji is acting like bridge of Voters, party workers and Govt, which normally ruling party lags, once voted to power.

Narendra Modi : Born on 17th Sep 1950 at Vadnagar. A tea selling kid, who says proudly – Meine Chai Becha h, Desh Nahin. Joined RSS in Chilhood, CM of Gujarat from 2001 to 2014, MP from Varanasi, excellent event management capabilities. Advani Rath Yatra-1990, Joshi Ekta Yatra- 1991-92, 1998 Gujarat elections, Sh Keshubhai Patel sworn as CM that time, later on replaced due to poor performance and loss of by-elections.

Modiji took charge as CM in 2001, prior he rejected proposal to act like deputy CM below Keshubhai. In 2002, Riots spread in Gujarat after Godhra Kand. Talking to worse part of 2002 riots and mistake, once Modiji says – his only regret was not handling the news media better, accusing India’s NDTV Channel of journalistic responsibilities. He offered his resignation but denied in national meet in Goa.

After 2002, a new era of development begins in Gujarat. Modiji  several times praised for his economic policies. He sidelined BKS and VHP due to his unnecessary interventions in lieu of order of demolishing 200 illegal temples.

In 2004, when NDA Govt defeated, Atal ji says – It had been a mistake to leave Modi in office after the riots.  Addressing one session in Gujarat, Atal ji says – Raja k Liye Praja-Praja me koi bhed nahi ho sakata, Ek Raja ko Rajdharma nibhana chahiye. Modiji replied- HUM BHI TO WAHI KAR RAHE H SAHEB, slowly said. Party workers were standing like shell behind Modi during 2002, Advani ji went Gujarat to take his resignation but fail to make it after seeing conjunction of party workers with Modiji.

Gujarat achieved 10.97% agriculture growth from 2001 to 2010. Water level regained his level in 2010, same as 2004 by water management, meanwhile Gujarat many tehsils were facing huge water scarcity, Bhuj has restored, Health, Power, Infrastructure has improved drastically with 24x7 Electricity. SC recommended Gujarat Model of Land Acquisition and quoted – minimum numbers of complains, we have received so far.

Many times, he lauded as a right to India to get  permanent seat in UN. Sh Obama says – India’s reformer-in-chief  in his TIME article. Modiji nicely presented good values of Yoga in UN, 173 countries accepted his proposal and finally 21st June has accepted as International Day of Yoga. UN Secretary Sh Baan Ki Moon praised Yoga as an asset.

Modiji is performing a role of Global Leader in Modi Govt. Planning, execution, International requirements, boundaries, defense requirements,  country requirements in various prospects, need of hour of country, current challenges, vision and mission of our country, International ties in lieu of Business, Infrastructure, technology transfer, mutual cooperation etc.


All total we have 5 corners of our Indian Govt, these people are efficient and masters in various fields, now serving to our motherland 24x7. In other words – five Pillars of Governance.
